South Korea Utility Scale Wind Towers: Prelim Results of AD Admin Review
The Commerce Department released the preliminary results of its antidumping duty administrative review on utility scale wind towers from South Korea (A-580-902), calculating a 1.95% AD rate for Dongkuk S&C Co., Ltd., and assigning that rate to 12 other companies. If the agency's finding is continued in the final results, importers of subject merchandise from Dongkuk entered between Aug. 1, 2021, and July 31, 2022, would be assessed AD duties at importer-specific rates, and importers from the other 12 companies under review would be assessed AD duties at the 1.95% rate. A 1.95% cash deposit rate would take effect for Dongkuk and the other 12 companies upon publication of the final results of this review in the Federal Register.

The 12 other companies preliminarily receiving the 1.95% AD rate calculated for Dongkuk are: CS Wind China Co., Ltd.; CS Wind Malaysia Sdn. Bhd.; CS Wind Taiwan Ltd.; CS Wind Turkey Kule Imalati A.S.; CS Wind UK Limited; CS Wind Vietnam Co., Ltd.; Enercon Korea Inc.; GE Renewable Energy; Nordex SE; Siemens Gamesa Renewable Energy Limited; Vestas Korea; and Vestas Korea Wind Technology Ltd.
Commerce also preliminarily determined that Hyosung Heavy Industries Corporation and CS Wind Corporation had no exports, sales, or entries of subject merchandise during the review period. If this finding is confirmed in the final results, cash deposit rates for these companies will not change, and any entries under their case numbers will be liquidated at the all-others rate.
Commerce has already ordered liquidation as entered for subject merchandise entered Aug. 1, 2021, through July 31, 2022, that was exported by companies that are not under review (i.e., all except the companies listed above) (AD/CVDWeb Message # 2321416).
