BIS Renews Denial Order for Man, Company Accused of Illegal Russia Exports
The Bureau of Industry and Security on Aug. 21 renewed a February temporary denial order that suspended the export privileges of Russian company Radiotester OOO and owner Ilya Balakaev for illegally shipping counterintelligence and military-related devices to Russia and North Korea (see 2302240042).

Balakaev, who also was indicted by DOJ for the illegal exports, is still a “fugitive” living in Russia, BIS said. The agency said it has “reason to believe that his illicit procurement efforts will remain ongoing, given the length and nature of the conduct identified to date.” And because he is “familiar with methods of concealment, he is likely to use increasingly sophisticated methods to avoid detection by law enforcement,” BIS said. The TDO was renewed for 180 days from Aug. 21.
