Pasadena asked for a 30-day extension to Sept. 18, but Crown Castle said it would endorse only a 14-day extension to Sept. 1 (see 2308160033). The 5th Circuit, like the district court, ruled Aug. 4 that Pasadena’s design manual unduly imposed burdensome requirements on Crown Castle’s small-node network.
