South Korea Hot-Rolled Steel: Final Results of AD Admin Review

The Commerce Department has released the final results of the antidumping duty administrative review on hot-rolled steel flat products from South Korea (A-580-883). These final results will be used to set final assessments of AD on importers of subject merchandise entered Oct. 1, 2021, through Sept. 30, 2022.

New Cash Deposit Rates Take Effect Aug. 16

For entries on or after Aug. 16, the scheduled publication date of these final results in the Federal Register, Commerce is setting new AD cash deposit rates for subject merchandise produced or exported by 47 companies, as follows:

Review average rate companies. See the Appendix in Commerce's notice for a complete list of the 45 companies that were not individually examined.

No shipments. Commerce upheld its preliminarily determination that Aekyung Chemical Co., Ltd. (Aekyung) had no shipments of subject merchandise during the period of review. Aekyung's cash deposit rate will not change, and any entries under Aekyung's case number will be liquidated at the all others rate.

For exporters of subject merchandise that were not under review (i.e., all except the companies listed above), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the “all others” rate, currently 6.05%, applies.

Assessment Rates

Commerce is using the rates it calculated in these final results to calculate assessments of AD on importers of subject merchandise for entries between Oct. 1, 2021, and Sept. 30, 2022. Importers of subject merchandise from Hyundai and POSCO and the 45 non-individually examined companies during that period will not be assessed antidumping duties.
