BIS Suspends Export Privileges for 5 People
The Bureau of Industry and Security last week revoked export privileges of one person for illegally exporting diving technology equipment from the U.S. and four people for illegally exporting firearms and ammunition.

Emilie Voissem of Texas was convicted Jan. 12, 2022, after she smuggled four rEvo III rebreathers from the U.S. to Libya without the required license, BIS said. Voissem was sentenced to five months in prison, three years of supervised release and a $300 “special assessment.” BIS suspended her export privileges for seven years from the conviction date.
Omran Ismail of Illinois was convicted Dec. 3, 2019, of conspiring to “straw purchase” handguns on behalf of a co-conspirator, who allegedly tried to smuggle the firearms into Egypt, BIS said. Ismail was sentenced to 18 months in prison, one year of supervised release and a $200 assessment. BIS suspended Ismail’s export privileges for seven years from the conviction date.
Vladimir Volgaev of Florida was convicted Aug. 4, 2020, of smuggling and attempting to smuggle firearm parts from the U.S. to Ukraine without the required State Department license, BIS said. Volgaev was sentenced to 33 months “confinement,” one year of supervised release, a $200 assessment and $6,835 in restitution. BIS suspended Volgaev’s export privileges for 10 years from the conviction date.
Bradley Jon Matheny of Iowa was convicted Nov. 12, 2021, of smuggling from the U.S. to Israel “.117 caliber hunting pellets” and smuggling from the U.S. to Israel and South Africa a “Winchester 42-piece firearm brush cleaning kit,” BIS said. Matheny was sentenced to three years of “confinement,” three years of supervised release, a $1,000 assessment, a $10,000 criminal fine and $256,441.78 in restitution. BIS suspended Matheny’s export privileges for seven years from the conviction date.
Guiliano Pecci of Florida was convicted March 31, 2022, of smuggling firearm kits from the U.S. to Paraguay and was sentenced to 18 months “confinement,” three years of supervised release and a $200 assessment. BIS suspended Pecci’s export privileges for seven years from the conviction date.
