Oman Nails: Prelim Results of AD Admin Review

The Commerce Department has released the preliminary results of its antidumping duty administrative review on steel nails from Oman (A-523-808), calculating an AD rate of zero percent for the sole mandatory respondent Oman Fasteners LLC, as well as an AD rate of zero percent for 12 other companies under review that were not individually examined. If the agency's finding is continued in the final results, importers of subject merchandise from the 17 total companies under review entered between July 1, 2021, and June 30, 2022, will be assessed antidumping duties at those rates. Any changes to cash deposit rates for these 17 companies would take effect on the publication date of the final results in the Federal Register.

The 12 companies under review not selected for individual examination are: Al Ansari Teqmark, LLC; Al Kiyumi Global LLC; Al Sarah Building Materials LLC; Buraimi Iron & Steel, LLC; CL Synergy (Pvt) Ltd.; Diamond Foil Trading LLC; Gulf Nails Manufacturing, LLC; Gulf Steel Manufacturers, LLC; Muscat Industrial Company, LLC; Muscat Nails Factory Golden Asset Trade, LLC; Omega Global Uluslararasi Tasimacilik Lojistik Ticaret Ltd. Commerce also found the other four companies under review -- Geekay Wires Ltd. (Geekay), Astrotech Steels Private Ltd. (Astrotech), Trinity Steel Pvt. Ltd. (Trinity) and Modern Factory for Metal Products, LLC (Modern) -- had no shipments during the period of review. If Commerce confirms this finding in its final results, these four companies' AD duty cash deposit rates will not change as a result of this review. Any subject merchandise entered under their AD duty case numbers would be liquidated at the 9.1% all-others rate.

Only the 17 exporters for which an administrative review was requested are covered by this review. Cash deposit rates for all other exporters will not change. Commerce ordered liquidation “as entered” for entries during the period of review from all exporters not under review (ADCVDWeb Message # 2284423).

(The period of review is 07/01/21 - 06/30/22. See the notice for additional information, including the scope of the order, potential cash deposit and assessment instructions, etc.)
