Mexico Rebar: Amended Final Results of AD Admin Review
The Commerce Department is amending the final results of the antidumping duty administrative review on steel concrete reinforcing bar from Mexico (A-201-844), to correct a ministerial error alleged in comments following the publication of the final results on June 9. These amended final results will be used to set final assessments of AD duties on importers for subject merchandise entered Nov. 1, 2020, through Oct. 31, 2021.

The rate for Deacero Group changes from 2.3% to 2.49% to reflect the correction of this ministerial error in the calculation of the weighted-average dumping margin. Also, the correction amends the weighted-average dumping margin for the companies not selected for individual examination in this review, as that is calculated based on the weighted-average dumping margins Deacero Group and Grupo Acerero S.A. de C.V. -- that average changes from 5.78% to 5.93%.
For exporters of subject merchandise that were not under review (i.e., all except the companies listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate, but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate of 20.58% applies.
New Cash Deposit Rates Take Effect July 28
For entries on or after July 28, the publication date of these final results in the Federal Register, Commerce is setting new AD duty cash deposit rates for subject merchandise produced or exported by the following companies:

Assessment Rates for Entries November 2020 - October 2021
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Nov. 1, 2020, and Oct. 31, 2021. For entries from Deacero and Grupo Acerero, Commerce will assess AD at importer-specific rates. Commerce will assess AD on all other companies subject to this review at the rates listed above.
