China Solar Cells: Final Results of AD Admin Review

The Commerce Department has published the final results of the antidumping duty administrative review on crystalline silicon photovoltaic cells from China (A-570-979). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Dec. 1, 2020, through Nov. 30, 2021.

New Cash Deposit Rates Effective July 7

For entries on or after July 7, when these final results were published in the Federal Register, Commerce is setting new AD duty cash deposit rates for the companies under review. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies. The new rates are as follows:

Co., Ltd.; (2) Canadian Solar International Limited, Canadian Solar Manufacturing (Changshu) Inc., Canadian Solar Manufacturing (Luoyang) Inc., CSI Cells Co., Ltd., CSI Solar Power (China) Inc., CSI–GCL Solar Manufacturing (Yancheng) Co., Ltd. (collectively, Canadian Solar); (3) CSI Modules (Dafeng) Co. Ltd.; (4) JA Solar Co., Ltd.; (5) JingAo Solar Co., Ltd. (JingAo); (6) Risen Energy Co. Ltd., Risen Energy (Changzhou) Co., Ltd., Risen (Wuhai) New Energy Co., Ltd., Zhejiang Twinsel Electronic Technology Co., Ltd., Risen (Luoyang) New Energy Co., Ltd., Jiujiang Shengchao Xinye Technology Co., Ltd., Jiujiang Shengzhao Xinye Trade Co., Ltd., Ruichang Branch, Risen Energy (HongKong) Co., Ltd.; (7) Shanghai BYD Co., Ltd.; (8) Xiamen Yiyusheng Solar Co., Ltd.; and (9) Zhejiang Aiko Solar Energy Technology Co., Ltd. -- did not have any exports to the U.S. during the period of review. The cash deposit rates currently in effect for these companies will not change, and any entries during the period of review reported under their case numbers will be assessed duties at the 238.95% China-wide rate.

China-wide entity. See Appendix II of the notice for the list of 18 companies determined not eligible for a separate rate, and therefore considered part of the China-wide entity, with an AD rate of 238.95%.

Assessment Rates for Entries December 2020 - November 2021

Commerce is using the rates it calculated in these final results to set assessments of AD duties on importers of subject merchandise for entries between Dec. 1, 2020, and Nov. 30, 2021. Commerce will assess AD on entries from Chint New Energy Technology and its affiliated companies at importer-specific rates. Entries from Shenzhen Glory Industries will be liquidated without regard to AD assessments. Importers of subject merchandise from the other companies under review will be assessed AD duties at the rates listed above.
