China Citric Acid: Prelim Results of AD Admin Review

The Commerce Department has published the preliminary results of its antidumping duty administrative review on citric acid and certain citrate salts from China (A-570-937). The agency preliminarily assigned the RZBC group of companies -- RZBC Group Co., Ltd., RZBC Co., Ltd., RZBC Import & Export Co., Ltd., and RZBC (Juxian) Co., Ltd. -- a zero percent AD rate for the period May 1, 2021, through April 30, 2022.

In its final results, Commerce will set assessments on importers of AD duties for subject merchandise entered May 2021 through April 2022. If these preliminary results are adopted unchanged, Commerce won't assess duties for importers from the RZBC group of companies. Entries from all other companies will be assessed duties at the 156.87% China-wide rate.

Only the four exporters -- the RZBC group of companies -- of subject merchandise for which an administrative review was requested are covered by this review. Cash deposit rates for all other exporters will not change.

Commerce has ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise entered May 1, 2021, through April 30, 2022, that was exported by companies that are not under review (i.e., all except the four in the RZBC group listed above) (ADCVDWeb Message # 2236420).
