USDA Sets FY 2024 TRQs for Raw Sugar and Other Sugar Products
The Department of Agriculture announced the establishment of the tariff rate quotas for raw cane sugar and refined and specialty sugars (including syrups and molasses) for fiscal year 2024 (Oct. 1, 2023 - Sept. 30, 2024).

TRQ Limits for Raw, Refined and Specialty Sugar
The FY24 import TRQ for raw cane sugar will be established at 1,117,195 metric tons raw value (MTRV), the minimum amount to which the U.S. is committed under the World Trade Organization Uruguay Round Agreements. The Office of the U.S. Trade Representative will allocate this TRQ among supplying countries and customs areas.
The FY24 refined and specialty sugar TRQ will be established at 232,000 MTRV for certain sugars, syrups and molasses, which is 10,000 MTRV more than the quota announced for FY23 (see 2209190034).
Specialty Sugar Portion of Refined/Specialty Sugar TRQ Consists of 5 Tranches
USDA will administer the FY24 specialty sugar portion of the refined and specialty sugar TRQ in five tranches, on a first-come, first-served basis.
The first tranche, totaling 1,656 MTRV, will open Oct. 2. All specialty sugars are eligible for entry under this tranche. The second tranche will open Oct. 9 and be equal to 60,000 MTRV. The third tranche will be 60,000 MTRV, opening on Jan. 19; the fourth and fifth tranches, with 45,000 MTRV each, will open April 15 and July 15, 2024, respectively. The second, third, fourth and fifth tranches will be reserved for organic sugar and other specialty sugars not currently produced commercially in the U.S. or reasonably available from domestic sources.
