India Lined Paper: Amended Final Results of AD Admin Review
The Commerce Department is amending the final results of the antidumping duty administrative review on lined paper products from India (A-533-843), which became effective April 12. The change is to correct a ministerial error in the calculation of the rates for entries of subject merchandise during the period Sept. 1, 2020, through Aug. 31, 2021. Also, a company inadvertently left off the list of non-individually examined companies was added to the final results.

As such, the rate for mandatory respondent Cellpage changes from 2.63% to 3.21%. This rate also becomes the one applied to the non-individually examined companies. The other rates are unchanged.
New Cash Deposit Rates Take Effect May 4
For entries on or after May 4, the date these amended final results are set to be published in the Federal Register, Commerce is setting new AD duty cash deposit rates for subject merchandise produced or exported by six companies, as follows:

For exporters of subject merchandise that were not under review (i.e., all except the companies listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate, but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate of 3.91% applies.
Assessment Rates for Entries September 2020 - August 2021
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Sept. 1, 2020, and Aug. 31, 2021. For entries from Navneet, Commerce will order liquidation without regard to duties, and for entries from Cellpage, Commerce is calculating importer-specific AD rates. Commerce will assess AD on entries from the other companies subject to this review at the rates listed above.
