China Difluoromethane: Prelim Results of AD Admin Review
The Commerce Department has published the preliminary results of its antidumping duty administrative review on difluoromethane (R-32) from China (A-570-121). Commerce calculated an AD rate of 160.65% for Taizhou Qingsong Refrigerant New Material Co., Ltd. and its affiliate Taizhou Qingsong Refrigerant New Material Co., Ltd. If the agency's finding is continued in the final results, importers of subject merchandise from Taizhou Qingsong entered Aug. 27, 2020, through Feb. 28, 2022, will be assessed antidumping duties at importer-specific rates. A new 160.65% AD cash deposit rate would take effect upon publication of the final results in the Federal Register.

Commerce also preliminarily found Zhejiang Sanmei Chemical Ind. Co., Ltd., the only other exporter remaining under review, had no shipments of subject merchandise during the review period. If this finding is finalized, Zhejiang Sanmei's cash deposit rate would not change as a result of this review, and any entries under its case numbers during the review period would be liquidated without AD duties.
Commerce has already ordered liquidation as entered for subject merchandise entered Aug. 27, 2020, through Feb. 28, 2022, that was exported by companies that are not under review (i.e., all except Taizhou Qingsong) (ADCVDWeb Message #2168419). In these preliminary results, Commerce is also ending the review for Huantai Dongyue International Trade Co., Ltd., which had its request for review withdrawn.
