India Carbon Steel Flanges: Final Results of AD Admin Review

The Commerce Department published the final results of the antidumping duty administrative review on finished carbon steel flanges from India (A-533-871). The review covers 41 companies that entered subject merchandise during the period of review Aug. 1, 2020, through July 31, 2021.

Commerce said it made certain changes to the rates calculated in the preliminary results, and the AD rate for all listed below are slightly higher in these final results.

New Cash Deposit Rates Take Effect March 14

For entries on or after March 14, the date these final results were published in the Federal Register, Commerce is setting new AD cash deposit rates for subject merchandise produced or exported by the following companies:

For exporters of subject merchandise that were not under review (i.e., all except the 41 companies listed above), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate, but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all others rate of 8.91% applies.

Assessment Rates for Entries August 2020 - July 2021

Commerce is using the rates it calculated in these final results to calculate assessments of AD on importers of subject merchandise for entries between Aug. 1, 2020, and July 31, 2021. Commerce will calculate importer-specific AD rates for entries from R.N. Gupta and Norma, and will assess AD duties on all entries of subject merchandise from the other companies under review at the rates listed above.
