China Solar Products: Prelim Results of AD Admin Review
The Commerce Department has released the preliminary results of its antidumping duty administrative review on crystalline silicon photovoltaic products from China (A-570-010). In the final results of this review, Commerce will set assessment rates for subject merchandise from the only company under review, Trina Solar and its affiliates, entered Feb. 1, 2021, through Jan. 31, 2022.

Commerce has ordered liquidation "as entered" at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested (ADCVDWeb Message # 2144405).
Also, Commerce said it is rescinding the review for 54 companies, listed in Appendix II of the notice, because the requests for review were withdrawn. No changes to those companies' rates will result from this review, and entries during the period under review that they exported will be liquidated as entered.
Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

No shipments. For two companies that had no comments challenging their claim of no reviewable shipments, Hubei Trina Solar Energy Co., Ltd. and Trina Solar (Hefei) Science and Technology Co., Ltd., Commerce preliminarily determined that they did not sell products to the U.S. during the review period, but will complete the review with respect to the two companies.
Assessment Rates
As part of this administrative review, Commerce will also calculate the AD duties it will assess on importers for entries of subject merchandise entered between Feb. 1, 2021, and Jan. 31, 2022. If these preliminary results are confirmed in the final results, importers of subject merchandise from Trina would be assessed AD at the 16.79% rate listed above.
