India Stainless Steel Flanges: Final Results of AD Admin Review
The Commerce Department has released the final results of the antidumping duty administrative review on stainless steel flanges from India (A-533-877). These final results will be used to set final assessments of AD duties on importers for subject merchandise from 23 companies under review entered Oct. 1, 2020, through Sept. 30, 2021.

Commerce noted that it made no adjustments to the preliminary results as published, but said it is updating the applicable countervailing duty offset rates with the subsidy rates from the most recently completed segment of the companion CVD proceeding (i.e., the final results of the 2020 administrative review). The AD rates thus changed slightly upward from the preliminary results of the review.
Cash Deposit Requirements
Commerce calculated the following AD duty cash deposit rates, which take effect March 7:

* Commerce said it inadvertently referenced Viraj Profiles Limited as a separate entity under review in the preliminary results but it is part of another company, BFN Forgings. This reduced the number of non-individually examined companies from 22 to 21 in the final results.
Average Rate. Commerce is not individually investigating 21 companies subject to this review, but is applying the 13.22% review average rate to these companies: Ae Engineers & Exporters; Balkrishna Steel Forge Pvt. Ltd.; BFN Forgings Private Limited (former name Bebitz Flanges Works Private Limited); Broadway Overseas Ltd.; CHW Forge Private; Dart Global Logistics Pvt.; Dongguan Good Luck Furniture Industrial Co., Ltd.; Dongguan Good Luck Industrial Co., Ltd.; Expeditors International; G I Auto Private; G.I. Auto Pvt. Ltd.; Hilton Metal Forging Limited; Jai Auto Pvt. Ltd.; Jay Jagdamba Limited; Katariya Steel Distributors; Kisaan Die Tech Pvt Ltd; Pradeep Metals Limited; Rajan Techno Cast; Rajan Techno Cast Pvt. Ltd.; Shree Jay Jagdamba Flanges Private Limited; and Transworld Enterprises.
No shipments. Commerce continued its preliminarily determination that Emerson Process Management (Emerson) and Echjay Forgings Private Limited (Echjay) had no shipments during the period of review.
For exporters of subject merchandise that were not under review (i.e., all except the 23 companies referenced above), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate, but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all others rate of 7% applies.
