China Wood Moulding and Millwork: Prelim Results of AD/CVD Admin Reviews
The Commerce Department issued the preliminary results of its antidumping and countervailing duty administrative reviews on wood mouldings and millwork from China (A-570-117/C-570-118). In the final results of these reviews, Commerce will set AD assessment rates for subject merchandise for the companies under review entered Aug. 12, 2020, through Jan. 31, 2022, and CVD assessment rates for entries June 12, 2020, through Dec. 31, 2021.

Commerce has ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested (ADCVDWeb Messages # 2137425, 2137423).
In the preliminary results of its AD review, Commerce said that 33 companies had their requests for review withdrawn, and will end its AD review of these companies with no change to their AD rates. The agency also intends to end its AD review for three other companies. Likewise, Commerce is ending its CVD review for 34 companies that had their requests for review withdrawn. AD Duty Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

No shipments. Commerce preliminarily found Shunchang Shengsheng Wood Industry Limited Company, Xiamen Jinxi Building Material Co., Ltd. and Zhangzhou Green Wood Industry and Trade Co., Ltd. did not have any exports to the U.S. during the period of review. If this determination is confirmed in Commerce's final results, the cash deposit rates currently in effect for these companies will not change, and any entries reported to be from them will be assessed duties at the China-wide rate.
China-wide rate. Commerce preliminarily found that Gaomi Hongtai Home Furniture Co., Ltd. did not establish their eligibility for a separate rate because they failed to provide a separate rate application, a separate rate certification, or a no-shipment certification. The agency preliminarily assigned them to the China-wide entity, with a current rate of 220.87%.
CV Duty Cash Deposit Requirements
New CV duty cash deposit requirements may take effect for some companies beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following CV duty cash deposit rates:

No shipments. Commerce found that four companies -- Fujian Sanming City Donglai Wood Co., Ltd.; Suqian Sulu Import & Export Trading Co., Ltd.; Xiamen Jinxi Building Material Co., Ltd.; and Zhangzhou Green Wood Industry and Trade Co., Ltd. -- did not have any exports to the U.S. during the period of review. Having received no comments on its notice of intent to rescind, Commerce said it is ending the review for these four companies.
Commerce also intends to end its review of five more companies that purportedly did not have any shipments -- Aventra Inc., China Cornici Co., Ltd.; Omni One Co., Limited; Raoping HongRong Handicrafts Co., Ltd. (d.b.a. Chen Chui Global Corp.); and Shenzhen Xinjintai Industrial Co., Ltd. -- but will make its final decision in the final results of this review.
Assessment Rates
If these preliminary results are confirmed in the final results, importers of subject merchandise from Fujian Jinquan during the period Aug. 12, 2020, through Jan. 31, 2022, would not be assessed AD duties, and importers of subject merchandise from Fuijian Yinfeng during that period would be assessed AD duties at importer-specific rates. Importers from the 29 companies that qualified for a separate rate would be assessed AD at the rates listed above. In the final results, Commerce also will set CVD assessments for importers of subject merchandise entered June 12, 2020, through Dec. 31, 2021.
