Oman Circular Welded Pipe: Prelim Results of AD Admin Review

The Commerce Department released the preliminary results of two antidumping duty administrative reviews on circular welded carbon-quality steel pipe from Oman (A-523-812). The final results of these reviews will be used to set importer assessments for the Omani company Al Jazeera for the period Dec. 1, 2019, through Nov. 30, 2020, and for four Omani companies, including Al Jazeera, for the period Dec. 1, 2020, through Nov. 30, 2021.

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for four companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD cash deposit rates:

Assessment Rates

If these preliminary results are confirmed in the final results, importers of subject merchandise exported by Al Jazeera during the period Dec. 1, 2019, through Nov. 30, 2020, will be assessed AD duties at importer specific rates, preliminarily based on a 4.61% dumping margin calculated for the company.

For the period Dec. 1, 2020, through Nov. 30, 2021, importers from Al Jazeera will be assessed duties at importer-speicifc rates, and importers from the other three companies under review would be assessed duties at the rates listed above.

This review for 2019-2020 covers only Al Jazeera, and the review for 2020-2021 covers only Al Jazeera, Al Samna, Bollore and Transworld. Cash deposit rates for all other exporters of subject merchandise will not change as a result of these reviews, and Commerce has ordered liquidation of entries from such companies “as entered” at the cash deposit rate in effect at the time of entry, in a message to CBP.
