China HFC Blends: Final Results of AD Admin Review

The Commerce Department released the final results of the antidumping duty administrative review on hydrofluorocarbon blends from China (A-570-028). The agency continued its preliminary finding that the companies that remained subject to review did not demonstrate independence from Chinese government control, and assigned them to the China-wide entity with an AD rate of 216.37%. Commerce also confirmed its preliminary finding that Huantai Dongyue International Trade Co., Ltd., Shandong Dongyue Chemical Co., Ltd., Zhejiang Yonghe Refrigerant Co., Ltd., and Zhejiang Sanmei Chemical Ind. Co., Ltd. had no shipments during the review period, Aug. 1, 2020, through July 31, 2021.

Additionally, for any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed above), cash deposit rates will also remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies.

Commerce will assess AD duties at 216.37% for importers of subject merchandise from the China-wide entity companies entered Aug. 1, 2020, through July 31, 2021. A cash deposit rate of 216.37% will take effect for them Dec. 22, the date these final results are to be published in the Federal Register. For the companies that Commerce determined had no shipments of the subject merchandise during the review period, any suspended entries of subject merchandise that entered under any of these exporters’ CBP case numbers during the review period will be liquidated at the China-wide rate.
