Turkey Standard Pipe: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on circular welded carbon steel standard pipe and tube products from Turkey (A-489-501). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered May 1, 2020, through April 30, 2021.

For exporters of subject merchandise that were not under review (i.e., all except the companies listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all others rate of 14.74% applies.
New Cash Deposit Rates Take Effect Dec. 9
For entries on or after Dec. 9, the date these final results were published in the Federal Register, Commerce is setting new AD duty cash deposit rates for subject merchandise produced or exported by six companies, as follows:

Commerce continued its preliminary finding that the following 13 companies did not have any exports to the U.S. during the period of review: Toscelik Profil ve Sac Endustrisi A.S.; Tosyali Dis Ticaret A.S.; Toscelik Metal Ticaret A.S.; Cayirova Boru Sanayi ve Ticaret A.S.; Yucel Boru ve Profil Endustrisi A.S.; Yucelboru Ihracat ve Pazarlama A.S.; Cinar Boru Profil San Ve Tic. AS; Erbosan Erciyas Boru Sanayi ve Ticaret A.S.; Borusan Birlesik Boru Fabrikalari San ve Tic; Borusan Gemlik Boru Tesisleri A.S.; Borusan Ihracat Ithalat ve Dagitim A.S.; Tubeco Pipe and Steel Corporation; and Borusan Ithicat ve Dagitim A.S. Cash deposit rates currently in effect for these companies will not change, and any entries reported to be from these companies will be assessed duties at the all others rate, which is 14.74%.
Assessment Rates for Entries May 2020 - April 2021
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between May 1, 2020, and April 30, 2021. For entries from Borusan Mannesmann and its affiliate Borusan Istikbal, Commerce is calculating importer-specific AD duty rates. Commerce will assess AD on the other companies subject to this review at the rates listed above.
