The agency preliminarily found, based on the company's claim that there were no significant changes made to the production facility, management, customer/supplier relationship or any other aspect of operation, that Chuzhou Kanghua continues to operate as the same business entity other than the change in name. If Commerce confirms its finding in the final results, Chuzhou Kanghua will inherit the AD rate assigned to Nantong Kanghua.
