Commerce has ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested (ADCVDWeb Message # 2139407). In these preliminary results, Commerce is also ending its review of Yinbang Clad Material Co., Ltd., because all requests for the company's review were withdrawn.
Jiangsu Alcha Aluminum Co., Ltd. and Alcha International Holdings Limited submitted a letter stating they are not entitled to submit a separate rate application in this administrative review due to a change in their government control status. Commerce said it therefore preliminarily found that Alcha has not established its eligibility for a separate rate, and preliminarily assigned it the China-wide entity rate of 59.72%.
AD Cash Deposit Requirements
Once Commerce issues its final results, new AD cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rate:
| Exporter | AD Rate (Prelim) |
|---|---|
| Jiangsu Alcha Aluminum Group Co., Ltd. / Baotou Alcha Aluminum Co., Ltd. / Alcha International Holdings Limited | 59.72% |
Assessment Rates
If these preliminary results are confirmed in the final results, importers of subject merchandise exported by Jiangsu Alcha and its affiliates during the period Feb. 1, 2021, through Jan. 31, 2022, will be assessed antidumping duties at the China-wide rate.
(The period of review is 02/01/21 - 01/31/22. See the notice for additional information, including the scope of the orders, potential cash deposits and assessment instructions, etc.)
