Turkey Welded Line Pipe: Final Results of AD Admin Review

The Commerce Department on Nov. 14 released the final results of the antidumping duty administrative review on welded line pipe from Turkey (A-489-822). These final results will be used to set final assessments of AD duties on importers for subject merchandise for the one company under review, Cimtas Boru Imalatlari ve Ticaret, Ltd. Sti., entered Dec. 1, 2020, through Nov. 30, 2021.

Commerce's upheld in the final results its “no shipments” finding for Cimtas in the preliminary results. Therefore, subject merchandise from the company will continue to enter at AD rates set in the most recent previous review, and any entries filed with Cimtas' case number entered Dec. 1, 2020, through Nov. 30, 2021, will be liquidated at the all-others rate.

Commerce said it intends to instruct CBP to liquidate any existing entries of merchandise produced by Cimtas, but exported by other parties, at the rate for the intermediate reseller, if available, or at the all-others rate.

For exporters of subject merchandise that were not under review (i.e., all except Cimtas), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the “all others” rate applies.

Assessment Rates for Entries December 2020 - November 2021

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Dec. 1, 2020, and Nov. 30, 2021. Commerce will not assess AD duties for Cimtas, and will assess AD duties for all other companies at the rates discussed above.
