India Glycine: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on glycine from India (A-533-883). Commerce set AD rates for three companies under review that had shipments during the period of review, making calculation changes to its preliminary determinations that resulted in a lower rate than in the preliminary results. New AD duty cash deposit rates take effect Nov. 10, the date these final results were published in the Federal Register.

Export Compliance Daily combines U.S. export control news, foreign border import regulation and policy developments into a single daily information service that reliably informs its trade professional readers about important current issues affecting their operations.
Commerce had already ordered entries during this period from all exporters not under review (i.e., all except the three listed in Commerce's notice) to be liquidated as entered, at the cash deposit rate in effect at the time of entry.
Cash Deposit Requirements
As a result of these final results, the following AD cash deposit requirements take effect Nov. 10, the date of publication of these final results in the Federal Register:
| Exporter | AD Rate |
|---|---|
| Avid Organics Private Limited | 15.17% |
| Kumar Industries / Rudraa International | 25.66% |
| Paras Intermediates Private Ltd. | 15.17% |
For exporters of subject merchandise that were not under review (i.e., all except the three listed), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate, but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate of 7.23% applies.
Assessment Rates
In these final results, importers of subject merchandise from Avid Organics will be assigned importer-specific rates, and importers of subject merchandise from Paras and Kumar/Rudraa will be assigned the rates listed above. Entries from all other companies will be liquidated at the rates discussed above.
(The review period is 06/01/20 - 05/31/21. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 2207060047 for a summary of the preliminary results of this administrative review.)
