China Wooden Cabinets: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on wooden cabinets and vanities from China (A-570-106). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Oct. 9, 2019, through March 31, 2021.

New Cash Deposit Rates Take Effect Nov. 9

For entries on or after Nov. 9, the date these final results were published in the Federal Register, Commerce is setting new AD duty cash deposit rates. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies. The new rates are as follows:

Review average rate. The zero percent review average rate applies to 15 companies that demonstrated independence from state control but were not individually reviewed. See Commerce's notice, Appendix II, for a full list.

China-wide entity. Commerce preliminarily found eight companies, including Beautystar, did not demonstrate independence from state control and are part of the China-wide entity, with a rate of 251.64%. See Commerce's notice, also in Appendix II, for a full list.

Commerce also made final its preliminary finding that Jiang Su Rongxin Wood Industry Co., Ltd. (Rongxin Wood) is the successor-in-interest to Jiangsu Rongxin Cabinets Co., Ltd. (Rongxin Cabinets) (see 2205060018). Commerce also rescinded the review of Rongxin Wood, along with that of 39 other companies, because the requests for review were withdrawn.

Assessment Rates for Entries October 9, 2019 - March 2021

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Oct. 9, 2019, through March 31, 2021. Entries from Qufu Xinyu and the 15 separate rate companies will be liquidated without regard to AD duties, and entries from the other companies under review will be liquidated at the rates listed above.
