India Tells WTO of Its Safeguard Investigation on PVC Suspension Resins
India told the World Trade Organization Oct. 11 that it initiated a safeguard investigation on poly vinyl chloride suspension resin with residual vinyl chloride monomer above two parts per million, the WTO announced. India started the investigation Sept. 16 and said all interested parties can make their views on the matter known within 30 days from Sept. 16 to the Directorate General of Foreign Trade.

The period of investigation runs April 1, 2019, to June 30, 2022, though the investigation authority has taken six months, with Jan. 1 to June 30 as the most recent period. The covered product is used in "pipes, packaging, wiring and insulations, medical products, automotive applications, artificial leather for diverse applications like upholstery, furnishing, jackets, purse, belts, shoes, consumer goods etc.," India said.
India initiated the investigation following a petition from the domestic industry that alleged injury was caused by a sudden and sharp increase in the volume of imports of the subject merchandise. The domestic industry alleged the imports are undercutting its prices; its production quantity, sales quantity, capacity utilization and market share have fallen; and it has been forced to sell the subject goods at losses. Industry also alleged a big uptick in imports of subject merchandise during the most recent six-month period.
