South Korea Steel CTL Plate: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on carbon and alloy steel cut-to-length plate from South Korea (A-580-887). These final results will be used to set final assessments of AD duties on importers for subject merchandise from the companies under review entered May 1, 2020, through April 30, 2021. Commerce said it made several changes to the calculation used in the preliminary results for the lone mandatory respondent POSCO (as a single entity, including affiliates), which reduced the AD rate slightly from 2.8%.

New Cash Deposit Rates Take Effect October 12
For entries on or after Oct. 12, Commerce is setting a new AD duty cash deposit rate for the following:

For exporters of subject merchandise that were not under review (i.e., all except POSCO), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the "all others" rate of 7.1% applies.
Assessment Rates for Entries May 2020 - April 2021
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between May 1, 2020, and April 30, 2021. Commerce will calculate importer-specific rates for entries from POSCO and its affiliates.
