China Steel Racks: Prelim Results of AD/CVD Admin Reviews
The Commerce Department issued the preliminary results of its antidumping and countervailing duty administrative reviews on steel racks from China (A-570-088/C-570-089). In the final results of these reviews, Commerce will set AD duty assessment rates for subject merchandise for the companies under review entered Sept. 1, 2020, through Aug. 30, 2021, and CV duty assessment rates for entries Jan. 1, 2020, through Dec. 31, 2020.

Commerce has ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested (ADCVDWeb Messages # 1348401, 1347425).
AD Duty Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

No shipments. Commerce preliminarily found Hebei Minmetals and Luckyroc did not have any exports to the U.S. during the period of review. If this determination is confirmed in Commerce's final results, the cash deposit rates currently in effect for these two companies will not change, and any entries reported to be from these companies will be assessed duties at the China-wide rate.
CV Duty Cash Deposit Requirements
New CV duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following CV duty cash deposit rates:

No shipments. Commerce preliminarily found Hebei Minmetals did not have any exports to the U.S. during the period of review. If this finding is confirmed in the final results, the company's CV duty cash deposit rates will not change, and any entries under its case number will be liquidated at the “all-others” rate.
Assessment Rates
If these preliminary results are confirmed in the final results, importers of subject merchandise exported by Nanjing Dongsheng and Nanjing Ironstone during the period Sept. 1, 2020, through Aug. 31, 2021, would be assessed AD duties at importer-specific rates, and importers from Nanjing Kingmore would be assessed AD duties at the rate listed above. In the final results, Commerce will also set CV duty assessments for importers of subject merchandise entered in calendar year 2020.
