Commerce to Consider New Off-Grid Panel Exemption From Solar Cells, Products Orders
The Commerce Department will consider potential new exemptions for certain off-grid solar panels from the antidumping and countervailing duty orders on crystaline silicon photovoltaic cells from China (A-570-979/C-570-980) and crystalline silicon photovoltaic products from China (A-570-010/C-570-011), it said in two notices initiating a pair of changed circumstances reviews. The proposed exemptions were requested by Shenzhen Hello Tech Energy Co., Ltd., and are not opposed by several U.S. producers of solar products.

Specifically, Commerce will consider partially revoking the solar cells and solar products orders for off-grid crystalline silicon photovoltaic panels, with or without a glass cover, with the following characteristics:
- Total power output of 200 watts or less per panel;
- A maximum surface area of 16,000 cm2 per panel;
- Do not include a built-in inverter;
- Must include an integrated handle or a handle attached to the package for ease of carry;
- Must include one or more integrated kickstands for easy installation or angle adjustment;
- Must include a wire of not less than 3 meters either permanently connected or attached to the package that terminates in an 8mm diameter male barrel connector.
Commerce will consider whether “substantially all” domestic producers (i.e., representing at least 85% of U.S. production) support the proposed exemption, after which it will issue the preliminary results of this changed circumstances review. Comments from interested parties are due Oct. 13.
