OFAC Designates Zimbabwe Police Deputy Commissioner
The Office of Foreign Assets Control designated one Zimbabwean and removed 11 others from the Specially Designated Nationals List under the Zimbabwe sanctions program, which targets human rights abusers and underminers of democratic processes, according to an OFAC news release.

The designation is for Stephen Mutamba, the police deputy commissioner for administration, for his role in undermining Zimbabwe’s democratic processes and institutions. According to OFAC, Mutamba has threatened and undermined legitimate opposition parties that challenge the ruling ZANU-PF party. These actions include the 2020 use of pressure and intimidation on prominent opposition figures by security forces.
“It is imperative that ZANU-PF allow full participation across the political spectrum in next year’s elections,” said Brian Nelson, treasury undersecretary for terrorism and financial intelligence. “The United States continues to stand with the Zimbabwean people against unjust actions against political opponents or assaults on Zimbabwe’s democracy by the ZANU-PF.”
The 11 individuals being removed from the SDN list are either deceased or have been deemed to no longer be undermining Zimbabwe’s democratic processes and institutions, OFAC said.
