BIS Denies Export Privileges for Illegal Defense Exports
The Bureau of Industry and Security last week revoked the export privileges for five people after they illegally exported defense equipment from the U.S., including two for shipping thermal devices to Russia.

Irina Morgovsky of California was convicted Oct. 31, 2018, after illegally “conspiring to export components for the production of” night-vision and thermal devices controlled on the U.S. Munitions List to Russia, BIS said. Irina Morgovsky was sentenced to 18 months in prison, three years of supervised release and more than $15,000 in fines. BIS denied Irina Morgovsky’s export privileges for 10 years from the date of conviction.
Naum Morgovsky of California was convicted Nov. 13, 2018, for conspiring to export controlled night-vision and thermal devices to Russia, BIS said. Naum Morgovsky was sentenced to 108 months in prison, three years of supervised release and more than $1 million in fines. BIS denied Naum Morgovsky’s export privileges for 10 years from the date of conviction.
Aaron Abraham Villa of Texas was convicted Jan. 14, 2021, for illegally “concealing, buying, or facilitating the transportation and concealment or exportation” of a “Glock 21C .45 caliber, Roni pistol conversion kit and magazines to Mexico,” BIS said. Villa was sentenced to 18 months in prison, two years of supervised release and a $100 fine. BIS denied Villa’s export privileges for five years from the date of conviction.
Julio Cesar Vega-Amaral of Mexico was convicted Feb. 12, 2020, for exporting “4,325 live rounds of ammunition consisting of various calibers” to Mexico, BIS said. Vega-Amaral was sentenced to two years in prison, three years of supervised release and a $100 fine. BIS denied Vega-Amaral’s export privileges for seven years from the date of conviction.
Ronald Adjei Danso of Utah was convicted Sept. 15, 2020, for illegally trying to export 20 firearms designated on the USML to Ghana, BIS said. Danso was sentenced to three years of probation and a $100 fine. BIS denied Danso’s export privileges for five years from the date of conviction.
