India Issues Clarification for Paper Import Monitoring System Change

India's Directorate General of Foreign Trade issued a clarification July 5 on its import policy for 201 tariff lines from "Free" to "Free subject to registration under the Paper Import Monitoring System." The clarification followed an inquiry to DGFT on whether the PIMS registration was required at both the import point into Special Economic Zone (SEZ)/Free Trade and Warehousing Zones (FTWZ) and at the Customs Clearance from the SEZ to the Domestic Tariff Area (DTA) and whether the registration also is needed for Export Oriented Units at the time of import by an EOU.

The DGFT said PIMS registration will be required at the point of import by a Unit in a SEZ/FTWZ or at the time of import by an EOU of the items covered under PIMS. It said PIMS registration won't be required by the DTA Unit at the time of customs clearance from the SEZ/FTWZ or EOU to DTA if no processing has taken place on the item of paper that has already been registered under PIMS. If processing has taken place with a change at the Harmonized System 8-digit code level, then the importer in DTA will need to register under PIMS if the good falls under any of the covered tariff lines.
