N326299: The tariff classification of Snowman Table Decor from China

HTS: 9505.10.2500, free, “Festive, carnival or other entertainment articles, including magic tricks and practical joke articles; parts and accessories thereof: Christmas ornaments: Other: Other.”
Item: Snowman Table Decor which consists of a snowman figurine dressed in a top hat, scarf, and gloves. The figurine is holding a seasonal spray of artificial evergreen foliage with pine cones as well as a star-shaped sign featuring the word “Noel.” The word “Noel” is an alternative word for Christmas derived from the French word “Noel.” The figurine measures approximately 8” in height and is composed primarily of agglomerated stone.

Items: (1) The first item under consideration is identified as the Housing for Male Connectors, which is a circular electrical connector housing consisting of thermoplastic shell, silicone seals, stainless steel snap/wafer springs, nylon plugs, and couplings. HTS: 5515.12.0010, 9903.88.03, 12% + 25%, "Other woven fabrics of synthetic staple fibers, of polyester staple fibers: Mixed mainly or solely with man-made filaments: Poplin or broadcloth."
Item: A dyed fabric of plain weave construction. The fabric weighs 86 g/m2 and is composed wholly of polyester, of which 58 percent is staple fibers and 42 percent is textured filament yarns. The fabric contains 33 single yarns per centimeter in the warp and 22 single yarns per centimeter in the filling. The average yarn number for this fabric has been calculated to be 64 in the metric system.

HTS: 3923.50.0000, 5.3%, "Stoppers, lids, caps and other closures, of plastics."
Items: Sewer cleanout test caps consisting of a rigid Acrylonitrile-butadiene-styrene or a rigid polyvinyl chloride outer ring with a flexible plastic center. A 12-foot nylon pull cord with a styrofoam floating t-handle is attached for easy removal of the flexible plastic after testing. 83480 is a 3-inch test cap and 83481 is a 4-inch test cap. The test cap is used to temporarily seal off sewer pipes for pressure testing.

HTS: 6505.00.6090, 9903.88.03, 7% + 25%, “Hats and other headgear, knitted or crocheted, or made up from lace, felt or other textile fabric, in the piece (but not in strips), whether or not lined or trimmed; hair-nets of any material, whether or not lined or trimmed: Other: Other: Of man-made fibers: Knitted or crocheted or made up from knitted or crocheted fabric: Not in part of braid…Other: Other: Other.”
Items: (1) “Tinsel Elf Hat” is a conical shaped hat which you state is constructed of 100% polyester knit fabric. The hat features a pom-pom at the top, a second layer of fabric with smaller pom-poms around the rim and a set of appendages on each side depicting elf’s ears. You indicate it measures approximately 17 inches in length. (2) “Grinch Santa Hat” is a conical shaped hat which you state is constructed of 100% polyester knit fabric. The hat features a white pom-pom at the top with a white faux fur rim at the bottom, and a second layer of green fabric attached around the rim with yellow eyes and eyebrows drawn depicting the character of the Grinch.

N326327: The tariff classification of the “Children's electric Ride-on-Quads” from China

HTS: 9503.00.0073, free, “Tricycles, scooters, pedal cars and similar wheeled toys…dolls, other toys…puzzles of all kinds; parts and accessories thereof… ‘Children’s products’ as defined in 15 U.S.C. § 2052: Other: Labeled or determined by importer as intended for use by persons: 3 to 12 years of age.”
Items: “Children's electric Ride-on-Quads.” The quads are miniature electric four-wheeled vehicles designed for children. The models feature a kill switch that serves as an emergency shut off. The quads have a maximum speed of only 8 mph for the 24V model and 9 mph for the 36V model and have a maximum weight capacity of 120 lbs. Additionally, the ground clearance for each of the models is minimal and does not allow for operation on all types of terrain, especially uneven surfaces. All models are equipped with rechargeable batteries, hand steering with a hand throttle, brake controls, and a chain-driven motor. All four of the models principally designed for the amusement of children 6 years of age and older.

Items: (1) “Pure Vanilla Paste," containing approximately 78 percent vanilla bean extract derived from vanilla beans, 12 percent alcohol, 5 percent vanilla bean seeds, 5 percent sugar derived from sugar cane, and a trace amount of carrageenan. The product is described as dark brown, gel-like paste with a characteristic vanilla bean aroma and taste. The product is retail packaged in glass jars with an aluminum lid weighing 2.29 ounces, net packed. (2) “Vanilla Paste with Natural Flavor,” containing approximately 77 percent vanilla extract derived from vanilla beans, 15 percent vanilla flavor, 4 percent sugar derived from sugar cane, 2 percent vanilla powder, 2 percent vanilla seeds and a trace amount of xanthan gum. The product is described as dark brown, viscous gel-like paste combining vanilla bean extractives with natural flavour, speckled with ground vanilla beans. Item: A forged bracket made of forged 6082-T6 aluminum. After importation into the U.S., the bracket will be further machined, anodized, painted, and assembled with mounting screws and rubber O-rings to become a completed Roof Accessory Port Assembly for the Rivian electric vehicle. The finished bracket will be installed into the roof of a vehicle as an anchor point where cargo crossbars or other accessories can be attached to the vehicle.
