China Wood Flooring: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on multilayered wood flooring from China (A-570-970). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Dec. 1, 2019, through Nov. 30, 2020.

New Cash Deposit Rates Take Effect July 1
For entries on or after July 1, the date these final results are scheduled for publication in the Federal Register, Commerce is setting new AD duty cash deposit rates. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies. The new rates are as follows:

Review average rate. The 39.27% review average rate applies to nine companies that demonstrated independence from state control but were not individually reviewed. The companies are: Benxi Flooring Factory (General Partnership); Dalian Penghong Floor Products Co., Ltd./Dalian Shumaike Floor Manufacturing Co., Ltd.; Dun Hua Sen Tai Wood Co., Ltd.; Dunhua Shengda Wood Industry Co., Ltd; Jiangsu Guyu International Trading Co., Ltd; Kingman Wood Industry Co., Ltd.; Lauzon Distinctive Hardwood Flooring, Inc.; Metropolitan Hardwood Floors, Inc.; and Zhejiang Fuerjia Wooden Co., Ltd.
No shipments. Commerce found 42 companies did not have any exports to the U.S. during the period of review. The cash deposit rates currently in effect for these companies will not change, and any entries reported to be from these companies will be assessed duties at the China-wide rate. China-wide entity. Commerce confirmed that another 43 companies did not demonstrate independence from state control and are part of the China-wide entity, with a rate of 85.13%. See Appendix III of Commerce's notice for a full list.
Assessment Rates for Entries December 2019 - November 2020
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Dec. 1, 2019, and Nov. 30, 2020. Entries from Jiangsu Senmao will be liquidated at importer-specific rates, and entries from the other companies under review will be liquidated at the rates listed above.
