Urea Ammonium Nitrate: Commerce Issues AD Duty Final Determinations

The Commerce Department issued its final determinations in the antidumping duty investigations on urea ammonium nitrate solutions from Russia (A-821-831) and Trinidad and Tobago (A-274-808). Changes to cash deposit requirements set in these final determinations take effect June 24, the date they are scheduled for publication in the Federal Register.

The next step is for the International Trade Commission to make its final injury determination, currently scheduled for Aug. 1, according to a Commerce fact sheet. If the ITC finds injury, Commerce will issue an AD duty order and duties will be made permanent. If the ITC finds no injury, the investigation will be terminated and all cash deposits refunded.

Commerce is also issuing its final determinations in the concurrent CV duty investigations on urea ammonium nitrate solutions from Russia and Trinidad and Tobago, setting CV rates at 6.27% to 9.66% for Russian exporters, and 1.83% for exporters in Trinidad and Tobago, though CV duty cash deposit requirements are on hold as of April 2 pending the ITC's final injury determination (see 2206230047).

Commerce will instruct CBP to continue to suspend liquidation for AD duty purposes for all entries of subject merchandise, and require AD duty cash deposits as follows on entries on or after June 24:
