South Korea Large Diameter Welded Pipe: Prelim Results of AD Admin Review
The Commerce Department released the preliminary results of its antidumping duty administrative review on large diameter welded pipe (welded pipe) from South Korea (A-580-897). Rates calculated in this review will be used to set assessment rates for importers of subject merchandise from two producers and exporters, Hyundai RB Co., Ltd. and Hyundai Steel Company, and 19 non-individually examined companies that was entered May 1, 2020, through April 30, 2021.

Commerce has already ordered liquidation as entered, at the cash deposit rate in effect at the time of entry, for entries during the period of review from all exporters not under review, in a message to CBP (ADCVDWeb Message # 1222425).
Commerce is rescinding the reviews for the following companies, because the review requests were withdrawn: EM Solution Co., Ltd.; Hansol Metal Co., Ltd.; Hawin; Hyosung; POSCO; and Samkang M&T Co., Ltd.
Commerce also recently issued the preliminary results of a countervailing duty administrative review of large diameter welded pipe from South Korea (see 2206030031).
Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for the 21 companies under review, beginning on the date of publication of the final results in the Federal Register.

Assessment Rates
As part of this administrative review, Commerce will also calculate final AD assessments on importers of subject merchandise exported by the companies under review that was entered between May 1, 2020, and April 30, 2021. If the preliminary results are confirmed in the final results, importers of subject merchandise from Hyundai RB will be assessed importer-specific rates, importers from Hyundai Steel would not be assessed antidumping duties, and importers from the other 19 companies under review would be assessed AD at the rates listed above.
