Export Compliance Daily combines U.S. export control news, foreign border import regulation and policy developments into a single daily information service that reliably informs its trade professional readers about important current issues affecting their operations.
Commerce has already ordered liquidation as entered, at the cash deposit rate in effect at the time of entry, for entries during the period of review from all exporters not under review, in a message to CBP (ADCVDWeb Message # 1228405).
Also, Commerce is rescinding the reviews of 42 companies for which review requests were withdrawn (see the notice's Appendix II for a complete list).
Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for the companies under review, beginning on the date of publication of the final results in the Federal Register.
| Exporter | AD Rate (Prelim) |
|---|---|
| Evraz Inc. NA / Evraz Inc. NA Canada / The Canadian National Steel Corporation / Canadian National Steel Corp. | 1.04% |
Assessment Rates
As part of this administrative review, Commerce will also calculate final AD duty assessments on importers of subject merchandise exported by the companies under review that was entered between May 1, 2020, and April 30, 2021. If these preliminary results are confirmed in the final results, importers of subject merchandise from Evraz would be assigned importer-specific rates.
For the 42 companies for which a review was rescinded, Commerce will instruct CBP to assess AD duties on all appropriate entries at a rate equal to the cash deposit rate of estimated AD duties required at the time of entry, or withdrawal from warehouse, for consumption, during the period May 1, 2020, through April 30, 2021.
(The period of review is 05/01/20 - 4/30/21. See the notice for additional information, including the scope of the order, potential cash deposit and assessment instructions, etc.)
