Etsy, eBay Fighting Inclusion of SHOP SAFE in China Package
A trade group that includes eBay, Etsy, Poshmark and Pinterest, called the Coalition to Protect America's Small Sellers (PASS), is arguing that the INFORM Act belongs in the China package, but the SHOP SAFE Act does not. "While INFORM and SHOP SAFE seem similar they both are very different pieces of legislation, and most importantly, have conflicting disclosure and verification requirements for sellers," the group wrote in a June 2 letter sent to the leaders of the Senate Commerce Committee and the House Science, Space and Technology Committee.

PASS said SHOP SAFE, which is in the House bill and Country of Origin Labeling Act, in the Senate bill, should not be in the final compromise. "INFORM is the product of negotiated compromise among all stakeholders; SHOP SAFE is a one-sided bill designed to help the largest global brand holders stifle competition under a false pretense of protecting 'health and safety,'" they argue.
They said that SHOP SAFE treats "casual sellers of used goods and local artisans the same as global manufacturers." They argued that although many of the concerns PASS has were raised by both Democrats and Republicans during the Judiciary Committee markup of the SHOP SAFE Act, no changes were made to the bill.
