Japan Hot-Rolled Steel: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on hot-rolled steel flat products from Japan (A-588-874). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Oct. 1, 2019, through Sept. 30, 2020.

For exporters of subject merchandise that were not under review (i.e., all except the companies listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate of 5.58% applies.

New Cash Deposit Rates Take Effect May 24

For entries on or after May 24, Commerce is setting new AD duty cash deposit rates for subject merchandise produced or exported by 22 companies, as follows:

No Shipments. Commerce found Honda Trading Canada, Inc., and Mitsui & Co., Ltd., had no shipments to the U.S. during the period under review. Cash deposit requirements for these two companies will not change as a result of this review. Any entries under their case numbers will be liquidated at the 5.58% all-others rate.

Assessment Rates for Entries October 2019 - September 2020

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Oct. 1, 2019, and Sept. 30, 2020. Commerce will calculate importer-specific assessment rates for entries from Nippon Steel Corporation / Nippon Steel Nisshin Co., Ltd. / Nippon Steel Trading Corporation during that period. The agency will assess AD duties for the other companies subject to this review at the rates listed above.
