18 Governors Ask Biden to Accelerate Solar Panel Circumvention Investigation

A bipartisan group of governors from 18 states are asking the White House to accelerate the investigation into tariff circumvention for solar panel manufacturers in Southeast Asia. "As Governors, we strongly urge you and your administration to expedite a preliminary determination as well as an economic analysis of the impact retroactive actions would have on businesses, workers, and families."

They say that until importers learn what the tariff levels may be on the solar panels, "we agree with Secretary Granholm and the U.S. Department of Energy that these policies put us at risk of a 'complete smothering of the investment and the jobs and the independence that we would be seeking as a nation.'" Anti-circumvention inquiries aren't supposed to take into account the economywide effect of antidumping tariffs. Senators have repeatedly asked Commerce Secretary Gina Raimondo to accelerate the decision, and she has said her hands are tied.
