China Wooden Cabinets: Prelim Results of AD Admin Review

The Commerce Department has published the preliminary results of its antidumping duty administrative review on wooden cabinets and vanities from China (A-570-106). The administrative review covers 66 companies, including three mandatory respondents, Beautystar, Qufu Xinyu and Rongxin Cabinets.

Commerce preliminarily determined that Qufu Xinyu Furniture Co., Ltd. (Qufu Xinyu) made no sales of subject merchandise at less than normal value during the period of review, and assigned it a zero percent AD rate. The zero percent rate also was assigned to 15 companies under review that were not individually examined. In the final results of this review, Commerce may set assessment rates for subject merchandise from the companies under review that was entered Oct. 9, 2019, through March 31, 2021.

Another mandatory respondent, Shanghai Beautystar Cabinetry Co., Ltd. (Beautystar), was found to be part of the China-wide entity, which has a current AD rate of 251.64%.

Commerce will order liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested (ADCVDWeb Message # 1202404).

In these preliminary results, Commerce is ending its review of 40 companies (see Appendix II of the notice for a complete list) because these companies' requests for review were withdrawn. Entries during the period of review from these companies will also be liquidated “as entered.”

Commerce also made a preliminary finding that Jiang Su Rongxin Wood Industry Co., Ltd. (Rongxin Wood) is the successor-in-interest to Jiangsu Rongxin Cabinets Co., Ltd. (Rongxin Cabinets) (see 2205060018). Commerce also rescinded the review of Rongxin Wood, along with that of 39 other companies because the requests for review were withdrawn.

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for the companies still under review, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

Assessment Rates

As part of this administrative review, Commerce also will calculate the AD duties it will assess on importers for entries of subject merchandise entered between Oct. 9, 2019, through March 31, 2021. If these preliminary results are unchanged, Commerce will direct CBP to liquidate entries from Qufu Xinyu and the 15 separate rate companies without assessing AD duties, and will order assessment of AD duties on entries from the other companies subject to this review at the rates listed above.
