South Korea Circular Welded Pipe: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on circular welded non-alloy steel pipe from South Korea (A-580-809). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Nov. 1, 2019, through Oct. 31, 2020.

Commerce found that the 24 producers/exporters subject to this administrative review, except for HiSteel Co., Ltd, made sales of subject merchandise from South Korea at less than normal value during the review period, and set assessment rates as listed below, with no changes from the preliminary results of this review. HiSteel had no shipments of subject goods during the review period.
New Cash Deposit Rates Take Effect May 4
For entries on or after May 4, Commerce is setting new AD duty cash deposit rates for the following companies:

Average rate. Individual rates were calculated for Hyundai Steel and Husteel, and the weighted-average dumping margin of those two rates, 3.21%, was assigned to 21 non-individually examined respondents.
No shipments. Commerce upheld its preliminary determination that HiSteel had no shipments of subject merchandise during the review period. As a result, its cash deposit rate will not change, and any entries under its case number will be liquidated at the "all others" rate.
For exporters of subject merchandise that were not under review (i.e., all except the companies listed above), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the "all others" rate of 4.8% applies.
Assessment Rates for Entries November 2019 - October 2020
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Nov. 1, 2019, and Oct. 31, 2020. Commerce will not assess AD duties on entries during that period from HiSteel.
