Turkey Rebar: Final Results of CV Admin Review

The Commerce Department issued the final results of its countervailing duty administrative review on steel concrete reinforcing bar from Turkey (C-489-819). The agency calculated new CV duty cash deposit rates for three Turkish companies. It determined that 21 other companies subject to the review had no shipments during the review period, and rescinded the administrative review of those companies. These final results will be used to set final assessments of CV duties on importers for entries in calendar year 2019.

Two mandatory respondents (Colakoglu Dis Ticaret A.S. and Colakoglu Metalurji A.S. and Kaptan Demir) and one other company (Icdas Celik Enerji Tersane ve Ulasim Sanayi A.S.) remained in the review, and assigned rates for the three of them were unchanged from the preliminary CV rate based on Commerce receiving no comments after the release of the preliminary results.

New Cash Deposit Rates Take Effect April 12

New CV duty cash deposit rates for the producers and exporters still subject to his review take effect April 12. The new rates, which will also apply for importer assessment purposes, are as follows:

For exporters of subject merchandise that were not under review (i.e., all except the three companies listed above), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own CV rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate applies.

No shipments. Commerce found the other 21 companies under review did not have any exports to the U.S. during the period of review. Therefore, these companies' cash deposit rates will not change, and any entries under their case numbers between Jan. 1, 2019, and Dec. 31, 2019, will be assessed CV duties at the “all others” rate. One company for which a review was requested -- Icdas Celik Enerji Tersane ve Ulasim Sanayi A.S., and its cross-owned affiliates -- was not selected as a mandatory respondent or found to be cross-owned with a mandatory respondent, but had entries of subject merchandise during the review period. The rate calculated for mandatory respondent Kaptan was applied to Icdas Celik Enerji.
