OFAC Removes Burundi Sanctions

The Office of Foreign Assets Control is removing sanctions regulations on Burundi, it said in a notice. It follows President Joe Biden's Nov. 18 executive order (see 2111180014) declaring an end to the state of national emergency in Burundi, citing the "significantly altered" situation over the past year, "including the transfer of power following elections in 2020, significantly decreased violence, and ... reforms across multiple sectors."

The sanctions have been in place since April 2016 (see 1604050008). They targeted "individuals within the government and armed groups that contribute to the turmoil [in Burundi]" as directed by a November 2015 executive order by President Barack Obama. OFAC said it is removing the regulations from the Code of Federal Regulations, effective Feb. 11. As the regulatory change involves a foreign affairs function, it doesn't require notice of proposed rulemaking or an opportunity for public participation.
