OFAC Issues Ethiopia Sanctions Regulations
The Office of Foreign Assets Control is adding Ethiopia sanctions regulations to implement the Sept. 17 executive order "Imposing Sanctions on Certain Persons With Respect to the Humanitarian and Human Rights Crisis in Ethiopia" (see 2109170036).

OFAC is incorporating general licenses 1, 2 and 3 into the regulation, which authorizes "official business of certain international organizations and entities; certain transactions in support of nongovernmental organizations’ activities; and transactions related to the exportation or reexportation of agricultural commodities, medicine, medical devices, replacement parts and components, or software updates."
The regulations, effective Feb. 9, involve a foreign affairs function, so don't require notice of proposed rulemaking or opportunity for public participation. OFAC intends to supplement these regulations with a more comprehensive set of regulations, which may have additional interpretive guidance and definitions, general licenses and other regulatory provisions.
