Carbon and Alloy Steel Plate: Final Results of AD Admin Reviews for Italy, South Korea

The Commerce Department issued the final results of the antidumping duty administrative reviews on carbon and alloy steel cut-to-length plate from Italy and South Korea (A-475-834, A-580-887). These final results will be used to set final assessments of AD duties on importers for subject merchandise from these two countries entered May 1, 2019, through April 30, 2020.

For exporters of subject merchandise from Italy and South Korea that were not under review (i.e., all except the companies listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all others rate for Italy is 6.08%, and for South Korea is 7.1%.

New Cash Deposit Rates Take Effect Feb. 4

For entries on or after Feb. 4, Commerce is setting new AD duty cash deposit rates for subject merchandise produced or exported by nine Italian companies and one South Korean company, as follows:

No Shipments. Commerce found Lyman Steel Company had no shipments to the U.S. during the period under review. Cash deposit requirements for Lyman will not change as a result of this review. Any entries under its case number will be liquidated at the all-others rate, which is 6.08%.

Assessment Rates for Entries May 2019 - April 2020

Commerce is using the rates it calculated in the final results of these reviews to calculate assessments of AD duties on importers of subject merchandise from Italy and South Korea for entries between May 1, 2019, and April 30, 2020. For importers of subject merchandise from Italy, Commerce will calculate importer-specific rates for entries from NLMK Verona and will not assess AD duties on entries from Officine Tecnosider. Entries from the other Italian companies under review will be assessed AD duties at the rates listed abofe. Commerce will not assess AD duties on entries of subject merchandise from South Korea exported by POSCO and its affiliates
