Canada Large Diameter Welded Pipe: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on large diameter welded pipe from Canada (A-122-863). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Aug. 27, 2018, through April 30, 2020. Changes to cash deposit rates from these final results take effect Feb. 4, the date they are set to be published in the Federal Register.

There were 40 companies under review, and Commerce assigned Evraz Inc. NA, the sole individually reviewed respondent, a 15.29% AD duty rate. Commerce assigned the same rate to 38 other companies not selected for individual review (for a complete list, see Appendix II of the notice).

Additionally, Commerce found that Canam (St Gedeon) had no shipments during the review period. Commerce will instruct CBP to liquidate any existing entries of subject merchandise produced by this company, but exported by other parties, at the rate for the intermediate reseller, if available, or at the all-others rate.
Commerce will assess AD duties at importer-specific rates for entries from Evraz during the period Aug. 27, 2018, through April 30, 2020. AD duties will be assessed on imports from the other companies under review at the rates listed above.
For exporters of subject merchandise that were not under review (i.e., all except the 39 companies mentioned above), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all others rate of 12.32% applies.
