South Korea Large Diameter Welded Pipe: Final Results of CV Admin Review

The Commerce Department issued the final results of its countervailing duty administrative review on large diameter welded pipe from South Korea (C-580-898). These final results will be used to set final assessments of CV duties on importers for subject merchandise entered June 29, 2018, through Dec. 31, 2019.

This is the first administrative review on large diameter welded pipe from South Korea since the original CV duty investigation and the underlying CV duty order was issued in 2019 (see 1905010149). As the order included a "gap period" for entries Oct. 27, 2018, through April 18, 2019, no CV duties will be assessed on entries during that period.

New Cash Deposit Rates Take Effect Feb. 2

New CV duty cash deposit rates for the producers and exporters subject to his review take effect Feb. 2, the date these final results are to be published in the Federal Register. The new rates, which will also apply for importer assessment purposes, are as follows:

*This rate is for assessment purposes only for subject merchandise entered June 29, 2018, through Oct. 26, 2018. The rate listed in the “CV Rate” column is the assessment rate for entries in April 19, 2019, through Dec. 31, 2019, as well as the CV rate for cash deposit purposes.

Review average rate. The review average rate is applicable to 19 companies. See Appendix II of the notice for the complete list.

Companies that didn't get a rate in this review will keep their most recently assigned cash deposit rate. If the exporter has never been assigned its own CV rate, but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate of 9.29% applies.
