India PET Film: Final Results of CV Admin Review

The Commerce Department issued the final results of its countervailing duty administrative review on polyethylene film, sheet and strip (PET film) from India (C-533-825). Based on comments received, the agency said, it revised the CVD rates published in the preliminary results for all companies. Commerce will set final assessments of CV duties on importers for subject merchandise from four companies entered Jan. 1, 2019, through Dec. 31, 2019. The new CV duty cash deposit rates take effect for entries from these companies on or after Feb. 1, the date these final results are to be published in the Federal Register.

For exporters of subject merchandise that were not under review (i.e., now all except the four companies listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own CV rate, but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate applies.

No shipments. In these final results, Commerce also will rescind the review for Vacmet India Limited, as it did not have reviewable entries of subject merchandise during the review period. For entries from Vacmet India Limited, CV duties will be assessed at rates equal to the cash deposit rate required at the time of entry, or withdrawal from warehouse, for consumption, during calendar year 2019, which is the period covered by this administrative review.
