China Solar Cells: Prelim Results of CV Admin Review
The Commerce Department issued the preliminary results of a countervailing duty administrative review of crystalline silicon photovoltaic cells, whether or not assembled into modules, from China (C-570-980). This review covers subject merchandise from the exporters under review entered during the period Jan. 1, 2019, through Dec. 31, 2019.

Only the exporters for which an administrative review was requested are covered by this review. Cash deposit rates for all other exporters will not change. Commerce has ordered liquidation “as entered” for entries during the period of review from all exporters for which a review was not requested (ADCVDWeb Message # 1077409).
Cash Deposit Requirements
For companies that remain subject to review, new CV duty cash deposit requirements may take effect beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following CV duty cash deposit rates:

No shipments. Commerce preliminarily found the other 48 companies under review did not have any exports to the U.S. during the period of review. If this finding is confirmed in the final results, these companies' cash deposit rates will not change in this review, and any entries under their case numbers between Jan. 1, 2019, and Dec. 31, 2019, will be assessed CV duties at the “all others” rate. Trina Solar Energy Co., Ltd. and its affiliates also said they had no shipments, but CBP entry data shows they did, Commerce said. The agency has requested more information on the entries and will consider whether to find Trina had no shipments in the final results.
