The petitioner that requested the investigation, CF Industries Nitrogen, LLC and its subsidiaries, Terra Nitrogen, Limited Partnership, and Terra International (Oklahoma) LLC, asked for the extension. Commerce may suspend liquidation and require cash deposits of estimated AD duties beginning on the date it publishes its preliminary determination, or 90 days prior if it finds “critical circumstances.”
